Born in Mississippi in 1876, Judge Bailey came to Chickasha in 1901.  He served as the first district judge of the 15th Judicial District from 1907-15 and was on the Supreme Court from 1919-21.  He was a member of the first board of regents of Oklahoma College for Women and was also a member of the board of trustees at Oklahoma City University and Southern Methodist University.  He died in 1958.
